My mom was forced to give my sister POA and now she is scared and wants it changed?

My sister told her that Area of Aging will take her house and put her in a home . My mom said she tried to steel her money by moving it to another account and my mom told her she was going to call the police than she put it back . My mom is scared to death of her and my mom told me today she beat her one time . My sister was homeless when my mom felt sorry for her but she regrets it now . I recorded my mom because I tried to have Area of Aging there and she won't tell them the real truth because she insists they will take her house .She is scared to call her lawyer and change the Power of Attorney because my sister screams at her and has hit her > I need help and I don't want a dime of my moms money just need to help her .  She will not talk with Area of Aging.
