If I pick a Medicare Advantage plan in March when first eligible for Medicare, can I change plan the following October during open enrollment?

Yes you can. Open enrollment is from Oct 15 thru Dec 7. Medicare Advantage plans can be changed (disenrolled) during this time. Your new plan would take effect on Jan 1 of the following year.
