At what point if any, can the family go see if they can see the father to ensure he is still alive?

My relative who is married and deemed unable to make decisions on his own at this time due to recent stroke. Spouse checked him out of hospital all against the doctors recommendation and is in need of a heart stent but spouse is not allowing it. She has banned family from his their father. My question is at what point if any can the family or who can they go to see if they can see the father to ensure he is still alive. Spouse works and no one will be "caring" for him when she is not home. I see safety issues and another major stroke to happen which too the doctors said probably would happen.

Adult Protective Services should have been notified of this. Pulling a patient out AMA (against medical orders) is a red flag. You should also file a complaint with APS.
