Hi Poohbear, maybe someone from your state will chime in, but there are a few things that may be helpful. It looks like Maryland has a PACE program through Medicaid. Johns Hopkins has a page about it on the geriatric care section of their website. There may be a waitlist, but more and more states are doing Medicaid waiver programs where a person in financial need can stay in the community and get access to home health aides, adult day care programs, etc.
Have you been in touch with your Dept. of Aging or Area Agency on Aging? They should be able to evaluate your mom and send a social worker out to help you find programs that might offer assistance. Even if your mom lives with you, they should send people out for home health care assistance.
Also did your mom or her husband serve in WWII or Korea? (She could be eligible for assistance from the VA if that is the case.)
What we have found with my grandpa is that there is some help available. It takes research and patience, and will probably not ever be quite enough, but it is better than trying to do everything on your own.
