Will Medicaid pay for skilled nursing care at home?

My mother is currently receiving Medicaid and is in a Nursing Home. I know she rather be home in her house.
Will Medicaid pay for the same type of care at home instead of a nursing home? She does need full assistance since she is immobile.

I've tried getting in touch with Medicaid and other organizations, but I have had no luck, all I get is extremely long waits and when I do connect with someone, I am told to call another number.
