Can Medicaid help pay for a place for my mother-in-law?

My mother in law lives in a 5th wheel trailer with her sister and her sister's husband, the couple are also hoarders. My mother in law has medical issues, recently she has been having chest pains, so the environment is not good for her, can she get a place of her own with her medicaid or medicare? She has a fixed income via SSI. She also cannot drive. Any information regarding assistance would be helpful.
