My mom has an HDF, but it is a problem now that she is on Medicaid, only recognizes premium, but not deductible?

Medicaid Long Term Care program only allow for us to deduct Medigap premiums leaving a $60 allowance for each month for extra expenses. I am currently arguing with them that they need to expense the deductible also or the children will have to pay the deductible. Have you come across this situation. I found one person in the M.E.P.D office that said we could deduct 1/12th along with the premium each month, but then another social worker said no.
