How can I override power of attorney?
My brother has POA of our father but is power of attorney for all the wrong reasons.

Your father can simply sign a new POA and designate someone else...and rescind the one your brother has.
If your father is not competent to do that, then you will need to go to court and get a judge to designate a guardian
