How does my father pay a tax bill when he's a NH resident with only his $60 monthly leftover SSI?

My father went into nursing home, they get all his SSI except $60. All his retirement accounts/investments went straight to NH prior to Medicaid qualification. His tax return shows he owes over 7k for the withdrawl of the retirements. How does this get paid when there is nothing to pay with?
