Can I get guardianship rights for my father?

My mom is not capable of providing care and is trying to fire caregiver secondary to money. My father is retired veteran with many health issues. Caregiver money is provided by veterans administration. My mother is actually not capable of providing care for herself, but refuses to accept this. We are terrified for the well being of our father. What is the best thing to do?
