Can the wife of a 94-year-old WWII Veteran get financial assistance for home care for her husband?

The wife is 75 and is having a hard time caring for her husband. She needs to get outside help to come to the home to help her. What do they need to do to find out? Is there a means test?

The VA has a program called Aid & Assistance. If she qualifies and if the application is done correctly there is about $1100 mo. available for financial assistance. But be aware that every i must be dotted and every t crossed perfectly. Here's a link that can help.

Yes there are financial qualifiers. Call the VA to find out what is available. They also have the application process online, if I remember right.
