Does MERP or Estate Recovery require a date-of-death value on a property the spouse will either sale or continue to occupy?

If a community spouse remains in the house several years following the death of the snf spouse, the fair market value can increase or decrease significantly. It's unclear as to whether or not surviving spouse must provide the state/MERP with a date of death value OR a date of sale value.
