Does anyone have experience with setting up a fiduciary account for veterans assistance benefits?

We applied in August, Mom was approved and started receiving payments in March. Since she has Alzheimer's, I need to be interviewed to see if I qualify to be her fiduciary and this will allow her to get the back pay effective August 2016. To date, I have not heard from the VA. How long does this typically take?
