Can a Canadian caregiver license/training transfer to U.S. (Georgia specifically)?

A lot is probably going to depend on your qualifications and the level of training you have received, which varies from province to province. I imagine that even with equal or superior training though you will be required to demonstrate your knowledge, probably by completing a short course or writing an exam.

You would need to check with the Georgia licensing bureau to see if they have a reciprocal agreement with Canada. I highly doubt it, but it's possible.
