Could a parent gift their home to a "disabled child" without being penalized?

I am under the understanding that a parent may gift there home to a "disabled child" with out being penalized or being made to wait for medicaid coverage. What is Medicaids definition of a "disabled child"? I have a permanent disability rating of 70% from the Veterans Administration. Could my mother gift me her home before entering a home with out being penalize?
