Is this an income-dependant program? My mom just entered assisted living and I can't seem to get the answer as to whether this is a low-income benefit or if it is available to any spouse of a WW2 Vet (or other conflicts)? Love to hear your knowledge and/or experience with this program.

It took so long - I was told that the particular center that his application went to was "just that way". And I believe that every Oct you have to reapply for the next year. WWII vet. We were just trying to get some help in the home. He was not able to do anything for a while - very bad off with many hospitalizations. Still, he hung in there and was in his home with me taking care of him. In the end we were told he was "in the program" but his income was too high. Never did use it.
Depending on income level, it can prevent someone from being qualified, but the criteria are ones best explained by a trained veterans' service officer.
I've researched this repeatedly, contacted local, state and VA reps as well as a service officer with the VFW, and I'm still confused!
