Pop a pills? Should I control his intakes or just let him take it when needed?

Nikki as long as Dad does not exceed the prescribed dose let him take as needed.. Anything containing tylenol if taken over the recommended dose can harm the kidneys. Maybe give him a small container with enough pills for 12 or 24 hours If he takes them too quickly he will have a long painful wait for the next dose. Discuss with hospice nurse or Dr if pills are not controling his pain adequatly. Hospice will only prescribe enough medication for a certain time frame. For example 2 pills a day for 30 days = 60 pills.
I would also say if you are a caregiver for a loved one it is never a good idea to give them free access to medications.
Hospice may also only order enough medication for 2 weeks. the reason for this is that people die or medications need to be stopped or changed. it is very inconvenient for the caregiver but the idea is to not waste unessaesary money on expensive meds.

Hospice will keep a count on the pills and they will know if they are being taken as prescribed.Hospice will help you with this.It's part of their job.
