Depending on when his active duty was, he very well may be eligible for non-service connected pension plus aid and attendance to defray long-term care costs. He would also need to be able do demonstrate medical need and monetary need to qualify for this specific benefit.
Cathie, is your brother getting any medical treatment at all now from the VA? If so, contact his primary doctor's team and ask to speak with the social worker. I've found them to be very knowledgeable on what's available, and they actually understand the VA system (which can be difficult to comprehend, at least for me).
If he's not getting the basic medical care, contact either the VA or a service organization such as American Legion or the VFW, and make an appointment to get started with care.
