Will VA give Dad the back pay that he qualified for?

Father in Assisted Living. Filed 1st of Sept for VA Assisted Living. He qualifies. Taking so long all of his money is going. More and more documents needed...ugh. I will have to bring him home due to no money left to pay for Assisted Living. If I bring him home will VA give him the back pay that he qualified for?
