Does retired US Air Force qualify for Aid and Attendance or home-bound pensions?

Father is retired military and is now home-bound and has aids that come to his house to assist with cooking, feeding, going to the bathroom, etc. Current cost is about $3,800 per month. Annual income is $31, 200 per year. Would he qualify for either of these programs to help pay for the care?
