Most veterans with VA coverage have to pay a copay for a care facilities of about $200/day. If he can't afford this, then Medicaid will pay, but if he has assets (like a house), then Medicaid will attach a lien on the house.
We all save for our old age. Once it gets here, we use our assets to pay for our care. Once our assets are used up, the Government helps the indigent. They don't help people who have money but want to give it to their families.
Would it change what things? I have both of those and it doesn't change anything I do. I use my VA for my hearing aids and , if I chose, for some other things. Though I haven't used VA for anything but hearing aids in years. Medicare has nothing to do with VA. We need more info to answer you better.
