I'd consult with an attorney if you believe your father is not acting in your mom's best interest. Is he competent? Why would he not attend to her needs? I'd seek legal advice on how to approach, process, what evidence you need, etc.
Dad is your mother’s next of kin if they are legally married. Daughter’s wishes come second.
