Are there government agencies that cover home care?

This is a question that can only be answered at the local level. Where my mother lives, there is that kind of help, but you need to be eligible for Medicaid to receive it. And then there's a limit on how many hours per week you can get based on your condition and your income.

Some cities/counties/towns have agencies or nonprofits that provide that type of service. It's all specific to your mother's location. You need to research your mother's location to see what's available.

If she is in subsidized housing she may be able to get help thru Medicaid. Call ur local Office of Aging they maybe able to help.

Unfortunately in the US, healthcare is short sighted. In general, the government will only help when there is sufficiently medical need. So it won't pay a little to have someone come around and help if a person is still somewhat independent to keep them from getting hurt but it will pay a lot if that person false and breaks a hip. Healthcare in the US is geared towards spending much more later than a little now.
