How do I get POA from my mother if she refuses to give it?

My mother lives with me and I am her caregiver. She owns a house with two sheds which are all falling apart. The city is demanding the sheds be removed. Her house is vacant. My mother refuses to give me POA and I cannot reason with her. She is a hoarder and cannot let go of anything. What steps must I take to get POA? Neither one of us has money to pay for expenses.
