My father passed away 2016. They were receiving disability pension for in home caregivers that stopped once he passed. Can anybody help?

My father passed away 2016. He was receiving a disability pension for in-home care. Once my dad passed the benefits stopped. We re-apply for benefits for my mother. However, it was denied. We have also attempted to appeal. Can anybody help me. The in-home care and prescription alone is very expensive.
