Parent/guardian absent and irresponsible, 13 y/o is showing serious signs of depression, has self mutilated/planned a suicide. Older sibling is concerned and wants to help his/her younger brother/sister but parent is manipulating situation so that the state doesn't catch on to her being an incompetent parent.

If sibling makes suicide threat get him/her to hospital immediately, preferably by calling ems.
