Can my uncle get financial help from VA w/a lift for his scooter?

My Uncle will be 88 this Dec. He is a veteran of war. He has a battery operated scooter that he nor I can any longer load/lift into the vehicle. He has tried to make a homemade lift, but it can't be done. He needs a lift to help load his scooter & unfortunately his finances aren't enough to purchase a lift.
