My brother-in-law had a stroke 8 years ago and he is living in filth! He won't let family help, what can we do?

He has bottles of urine everywhere used toilet paper in bedroom. I know it is very unhealthy but the family has tried helping only to get kicked out. His place is very rank smelling, neighbors complain and he is being evicted again ( 3rd time ) we need suggestions on what to do for him.

If he has refused help from the family, you will have to respect his choice. But clearly there is something very wrong and it looks like it’s time for social services to step in (which agency that is would depend on his age and other factors) and be of help.
