I would like to know to whom I should report a private assisted living home in Idaho?

My fiancee's ex wife asked me this. 2 of her so called friends inherited this business from her parents. Anyway they have been witnessed hitting and screaming at the elderly they are caring for. How can you report this without the people knowing who reported it?
