I am a 46 year old daughter. How do I go about getting power of attorney over my mother and father when my father is still competent at this point but is having health issues and he will not allow or sign for me to have power of attorney? What do I do? Is this is all going to fall into my hands when one of them goes anyway?

Only when both parents can no longer understand and/or not make wise decision that you can try getting Guardianship. Sad that your parents are so young to be going through these health issues.
