My mother has COPD and is on oxygen, she takes breathing treatments 3x daily, has had a triple by-pass and can only use the bedside toilet. Other than that, I am her main caregiver for daily care to include her ADLs, cooking cleaning, grocery shopping and getting her medications. Because I am an only child, I have no one to assist me with her care. Professionally, I am an electrician, but unable to keep a job because of the level of care she needs. Are there resources to pay me for providing her care?

It is very loving and honorable of you to care for your mother. I know its hard. I don't believe there are any government programs that will pay a family member to care for their elderly parent. Is your mother able to pay you a little bit? Or perhaps other family members? I would call the town office and see what programs are available in the community.
