If a Medicare recipient requires surgery which is available in his or her home city, chooses to travel to another city to have a doctor in the other city conduct the procedure, are the expenses incurred in traveling and overnight stays paid by Medicare?

It was your choice not to use a doctor in your home city to do the surgery. Thus, it should be your responsibility for the travel and overnight costs.
Now you might be able to deduct the cost on your income taxes, check with your accountant or tax preparer.
