There will be anger, denial and grief that she will have to work through. Loss of a license is loss of independence, the best gift you can give her is to find real, practical, long term alternatives. And if this will truly mean isolation then I would like to encourage you to take the time to reassess her quality of life periodically with objective eyes, and to help persuade her make the transition to a more supportive environment.
That would be difficult for her. She is not the only one this has happened to. Help her to find a variety of resources for ride sharing or senior transport companies. She would not want to hurt herself or anyone else because of vision problems.
When is the last time she saw an eye doctor? Maybe it is due to cataracts or something else that can be fixed.
