Yes, but I don't recommend it. A secondary POA if the first one can no longer or doesn't want to carry out the duties of POA. But never to share the responsibility unless u can guarantee you r both on the same page.

Yes, and it can be both to sign or either to sign. Get it drawn up by a lawyer.
