Per the VA-Respite care is part of the standard medical benefits package for peacetime veterans IF they meet clinical needs. There may be a copay because as with most help, there are income and disability requirements.
Check with VA. If he has a service related injury he may be eligible for disability. VA Aid and Attendance is given to those who have served in a declared war.
