"Additional electrophysiological measures of auditory function include otoacoustic emissions (OAEs) and auditory evoked potentials (AEPs), which may be performed in place of, or in addition to, the routine audiometric measures. These tests are particularly useful for assessment of infants and young children, as well as individuals who are difficult to test. To ensure accuracy of test results, the test environment must be controlled and the test equipment must be calibrated as described in Chapter 4."

And yes, this is neglect if they can't figure this out.
I think you should bat your question as hard as you can straight back at the hospital.
Their 56 year old patient is hard of hearing. He requires an audiologist's assessment and prescription hearing aid. What are they going to do about it? Hint [to them]: "nothing" is not an acceptable answer.
Did your son have a hearing aid previously? If so, and it just got lost, could the audiologist who dealt with that possibly repeat the px?
If you get no constructive response within a reasonable period of time (normally I'd say 48 hours, but in a psych unit, based on my personal observations of their apparently doing everything in zero gravity, better give them 'til next Monday) then you file a complaint. It's neglect.
