Mother is currently receiving VA benefits. Father is qualifying veteran. Recently he is in assisted living. Can I add him to current claim?

With regard to the VA. Can I add my father to the currently active claim without opening a new one? If I open a new one, will the VA still honor the irrevocable trust that was established before the rules changed in October 2018?
