Locate the WV state bar or the bar association in your county. In my experience bars typically list attorneys alphabetically and by practice area. Search for civil rights attorneys, check out their websites and determine how much experience each attorney has, while also trying to determine how successfully they are (often incorporated into each attorney's description.)
Then contact them, with a list of questions to ask to determine (a) whether one will take your case (b) what level of retainer is required (c) what the plan of action would be and (d) any other questions you need to know before retaining an attorney.
Make sure you indicate that the State of WV would be the defendant if any suit were instituted. If there's any possibility of a conflict of interest, the firm would either (a) create a Chinese wall or (b) advise it can't represent you.
And while I'm not prying, it might help if you share more information. There may be folks here who have some insight into comparable situations, and/or can offer suggestions on how the handled a similar situation.
B/c it's the state, I'm guessing the alleged harassment may arise from some type of attempted intervention in the care of whoever you're caring for, or for some type of allegations arising that care.
