I have come against this and there is and organization named "Veterans Financial" and they are independent of the veterans administration. They assisted in completing the application for benefits an before they were sent to the VA, Veteran s Financial will review all your documents prior to your submitting them. All this at no cost to you. I submitted mine and was approved on the first submit. Their website is VeteransFinancial.com. It will save you a great deal of time and you have someone on your side which is not a government agency, but a partner.
dbbhmml, gather up your father's service records and Monday morning call or visit the Madison County Veterans Affairs office, 765-642-9651, to get some guidance. They'll probably tell you to schedule a visit with a VA medical doctor in Indianapolis for an assessment and you can make an appointment with the VA social services office for the same day. The VA's social workers in Idaho were very helpful in getting assistance for my dad, as was the State of Idaho Idaho Division of Veterans Services. Best wishes.

Get the application and start from there. I think that they offer assistance in filling out the forms.
However, I have learned that so much is based on where you live. So who knows how it works where you live.
