Dirty house. Chronic bedbugs. Mom won’t leave. Any advice?

Bianca, how did your July visit with your mom go? How are mom and your sister coping with the bedbug bites? I would think getting bitten would be a strong motivation to want the bedbugs gone.

Would your mother consider moving some of her art and collections into a storage area? There are storage containers available to be placed on the property where your mother could see her things being placed in air tight containers to kill the bugs.

Contact Adult Protective Agency and report her. If she is living like that she is not competent, she has mental issues.

Theres not much you can do. Have home Health report the situation to Adult Protective Services if they haven't already. You should do the same.
