My mother fell out of power, return in 2016. If you didn't want to use it then is it still submissible if neither used or submit it?

Maybe you could edit your question so it is easier to understand Bruno. A properly executed POA does not expire, but it really depends on what kind of form she used and whether she followed the guidelines that apply to your state.
