My parent is just 66. Has suffered from encephalopathy leading to damage to involuntary brain function. No memory. Any advice?

She has a long history of drug use. We had not spoke in ten years and she lived 3 hours away. The encephalopathy discovered on 2nd MRI had to have been symptomatic for months. The people around her didn't get me involved until the Alzheimer's was mentioned. She doesn't have private insurance. While in the hospital, her house on rurual western Oklahoma was used for drug activity and all her possessions were stolen. My life wasn't great and now is in a downfall.
