Lost this battle with mother years ago--but when I was allowed to clean for her, I'd open the window and just pretty much bathe every hard surface with bleach cleaners. Let it sit for 1/2 hour while I bleached her garbage cans and then used old towels to wipe up the surfaces and then rinsed with clean water.
Sadly, 'old urine' smells, once deeply soaked into grout are nearly impossible to remove, but you can remediate the smell.
Cleaners meant for pet accidents are great too, I just never had any on hand. I'm a bleach fan.
There’s a product available in a spray or a gallon concentrate called Odoban that is highly effective. Available at Lowe’s, Home Depot, Amazon, and I think Walmart

it is even cheaper to just spray the toilet (Or whatever) right after use.
