The insurance company just wants proof that they are paying for licensed care.
when you pick an agency, they provide all the documentation to the insurance.
What this means is that you pretty much have to use an agency for caregivers. In Colorado, where my parents were, only the State issues such licenses....and only to fully qualified AGENCIES. That license then covers all of their employees

Why is your healthcare asking for a license? Are you under the care of Home health care? Need more info.
