Can a family member be a caregiver for a Mother who receives VA widows compensation & Social Security?

Mother had quad bypass 13 yrs ago, went into cardiac arrest 4 times, 3 years ago had another heart attack & had 1 stint put in. MRI shows ruptured disc & arthritis head to toe. Mobility very limited. Can not stand more than 2 minutes without a walker. Then only 5 minutes.
