The agency has trained her. She knows what she should do. She also knows that she is only required to do ‘light’ cleaning. Playing on her phone is not doing any cleaning so I would speak with her agency.
If she is private pay, tell her that she is being paid to help care for your mom and discuss the details with her.
Is she from an agency, if so call them and explain that she is not performing the duties ur paying for. If private, what was said when she was hired. Maybe time to remind her. Schedules would be a good thing.
