Creative ways to keep in touch with resident in nursing home lock down?

Sis just moved to nursing home 10 days ago. She can not dial the phone. I can not go visit. Sometimes a caregiver will dial my number and put sis on the phone. She gets mad and cries because I wont come visit. Can't do Skype or FaceTime either.
Any ideas-what are other people doing now?
