No its not unreasonable. I am assuming Mom is on Medicaid for her care. As such, her Social Security (and any pensions) go towards her care with Medicaid paying their share. She is allowed $50 from her SS to pay for any personal items she may need. You can be set up to be reimbursed for anything you need to purchase for her.
Here is a Government site I found just the other day when there was some question about the Personal Needs Acct.
Please note, that upon Moms passing any money left in the account goes to her estate. Not back to Medicaid like some of our members have been told by NHs. Note though that this acct is considered part of the spend down so you need to stay under the cap allowed, in my state its 2k.
