I applied for assistance for my mother's in home care while she was receiving my father’s total disability benefits after his death. Advice?

My mother passed away in 2012, after receiving 10 years of (my)in home care after my father, ( who was 100% disabled), passed away. I applied for in-home care benefits, (hand delivered them to the Providence, Rhode Island VA, and never received a reply. I wrote and called several times, but never received a reply or assistance.
