He isn't incontinent. I don't want to discourage him from making the effort. Tried using urinal at the toilet but still a mess. He doesn't want to sit. Any suggestions? Embarrassing to take him to family functions if I don't realize he went and don't clean the bathroom.

Try emptying the toilet as much as possible, (pour a bucket of water down the toilet and it will drain most of the water) Next dry an area at the back, bottom of the bowl and use a sharpie marker and make a big X in Red or Black, he should be able to see that clearly. Flush the toilet and the water will come back to normal. See if having a target to aim for helps.
Sitting down might also work but a lot of men are resistant to that.

If you search the forum, you should find some ideas. It might be a visual problem. I have heard suggestions of making the toilet bowl more visible by painting the seat or installing lights inside the bowl. (They sell lights for this purpose.) I’m surprised that the urinal didn’t help. You might try another type of urinal, like one with soft edges and a hose that can collect the urine or deposit it in the toilet.
